Halifax Regional Municipality is inviting applications for up to two permanent, full-time positions of Human Resources Business Partner (HRBP) with Client Services, Human Resource Services. Reporting to the Manager - HR Client Services, the HRBP is the primary point of contact within their assigned client business units, and is responsible for delivering effective HR solutions and services to meet the client's business needs. The HRBP analyzes key human resources business data and works alongside business unit leaders to provide recommendations for strategic solutions; assists in the development and implementation of operational strategies that support both short and long term HR goals; and communicates directly with HR's Centres of Expertise to deliver an integrated, value added service to clients.

DUTIES AND RESPONSIBILITIES:  Provides HR strategic support to business unit leaders, acting as a single point of contact to assist with HR needs and requirements.  Identifies and partners with appropriate internal resources to resolve client issues. Collaborates with HR Centres of Expertise to execute and implement large scale HR initiatives (i.e., new programs and policies)  Facilitates the development of a 3 year HR Strategy (People Plan) with assigned client group to ensure alignment between business unit needs and HR strategy.  Builds trusting relationships with business leaders and key stakeholders to better understand priorities, issues, performance drivers and challenges. Integrates feedback to the HR Centres of Expertise to provide relevant and specific solutions.  Identifies key success indicators and recommends the creation and collection of client specific data to develop baseline measurements to monitor and evaluate the success of departmental specific HR programs and initiatives.  Analyzes and leverages data into coherent reports and impactful presentations to support leadership decision-making based on data.  Assesses alignment of HR processes with client's strategic goals and provides feedback to leaders in developing and implementing solutions. Ensure business unit strategies are supported with HR programs.  Provides advice to leaders on performance management, employee training and development, employee relations, talent management and workforce planning.  Provides guidance and input on business unit restructures, including organizational design, organizational change and position / people impacts.  Develops partnerships across the HR function to deliver value-added / integrated services that reflect the business objectives of the organization.  Provides HR policy guidance and interpretation.  Participates as a standing member at business unit senior management meetings.  Collaborates closely with other HRBPs to identify similar / crossover requirements from one business unit to another that may present synergy opportunities.  Ensures client satisfaction through follow-up, client survey and direct communication.  Develops service level agreements for major deliverables.  Collaborates with HR Centres of Expertise in the preparation of a client monthly status report of HR programs or projects in planning and delivery phases.  Supervises HR Analyst who is assigned to client group.  Any other projects and initiatives as assigned by the Manager, HR Client Services.

QUALIFICATIONS:  Minimum of 5 years direct client / HR business partner relationship experience.  Undergraduate degree; certificate or diploma with a focus in HR Management or related are of study from a recognized and accredited educational institution.  A combination of education and experience deemed to be equivalent will be considered.  CHRP designation is an asset.  Demonstrated ability to develop strong partnerships and client relationships, and proven ability to bridge cross-functional boundaries within a complex organization.  Demonstrated experience influencing change within an organization by leveraging strong working relationships built on trust.  Demonstrated experience in business transformations and related HR transition planning.  Proven ability to understand present and future operational requirements and identify the associated human resource requirements.  Must have a strong results orientation and a track record of execution with well-developed project management capabilities.  Excellent written and oral communication skills.  Demonstrated ability to analyze data and present / articulate findings to leaders, with proficiency in all MS Office programs and applicant tracking system.  Analytical and problem solving skills, including the ability to exercise sound independent judgement.  Excellent organization skills to prioritize workload in order to achieve results in a constantly changing environment.
