The Municipality of the District of Clare, a scenic, rural community of 8,500 residents primarily of Acadian ancestry, is seeking a strategic leader to assume the challenging role of Chief Administrative Officer. Located in southwestern Nova Scotia, bordering St. Mary’s Bay and the Bay of Fundy, the Municipality has an economy based largely on fishing, farming and tourism and possesses many unique qualities related to its Acadian heritage and culture.
As CAO, you will report to a Council of eight members and manage the day-to-day activities of the Municipality in accordance with the Municipal Government Act. You will offer timely advice and guidance to Council and, under their direction, provide sound leadership in developing and implementing policies and programs that meet the needs of residents.
As the ideal candidate, you are a strong and decisive leader with senior-level experience in government, business, NGOs or not-for-profit. You possess appropriate academic credentials and a solid track record building consensus and promoting cooperation among various groups including governments, elected officials, employees, citizens, communities, and other stakeholders.
You are familiar with the challenges facing rural municipalities and understand best practices in economic development, finance, administration, operations, and human resources. As the main interface with Council, you are well-informed of governance practices in a political setting.
A strong leader of people, you are able to establish clear performance objectives and provide overall direction to senior staff to help them achieve their goals. Personally, your style is open and you are able to handle challenging situations with poise, confidence, and, most important, integrity.
It is very important that you be fluent in French and English and, ideally, have a strong appreciation for Acadian heritage and culture.
